Hmm, this happens a lot near where I live. There is an old rail-road trestle arch under the Reading Railroad that captures an oblivious truck-driver once a month. Usually, with catastropic results for the trailer.
what you mean those height guidelines actually MEAN something? even in china? you can't just BRIBE your way under the bridge if you're a bit too big?!
His truck will fit, he knows that. It's the load that's the problem and that isn't his, so why should he care?
There should be a license exam for bridge operators. This happens too often. Bridge operators care not a thing for the small trucks and cars that are travelling in the opposite direction.
